Federal Youth Coordination Act (FYCA) Passed in October of 2006 and renamed the Tom Osborne Federal Youth Coordination Act (H.R. 856/S.409) - Creates the Federal Youth Development Council to oversee and coordinate the existing federal resources that are funding youth programs across 12 federal agencies.
